LOOKING FOR ANSWERS TO SOME FREQUENTLY ASKED QUESTIONS? FOOTBALL PASSING LEAGUES |
Due to the increasing number of students involved in seven on seven football passing leagues, there are many questions that arise from KSHSAA member schools about the application of KSHSAA rules to these leagues. The following questions and answers are designed to help coaches, school administrators and students understand what they may or may not do in connection with these passing leagues. These are the most frequently asked questions and is not intended to be an all-inclusive document.
#1. Q - Are assistant football
coaches or rule 10 football coach aides subject to the same rules/provisions?
A - Yes. For
purposes of these rules and interpretations, the term coach includes
aide(s).
#2. Q - Can a KSHSAA member
school permit their fields, equipment to be used for competitions
in passing leagues?
A - Yes, provided
the school is not involved other than to approve the use of facilities,
dates of competition and to be assured by the organizers of the
passing league that there will be no violations of KSHSAA rules
or regulations. The school may permit the use of team equipment
(balls, field marking instruments/equipment, kicking tees, etc.)
for passing league games. Individual player equipment (pads, jerseys, pants, sweats) from the school may not
be used for passing league games.
#3. Q - Are there any restrictions
on the number of students from the same school team playing on
the same passing league team?
A - There are no restrictions on the number of students from the
same school team or squad playing on the same seven on seven passing
league team during the
summer. Summer is defined as the period
of time beginning Saturday preceding Memorial Day to the Tuesday
following Labor Day. During
the school year, there are restrictions
on the number of students from the same school squad playing on
the same seven on seven passing league .
#4. Q - What is the definition
of school year?
A - The school
year begins the Tuesday following Labor Day and ends on the Saturday
preceding Memorial Day (Saturday preceding Memorial Day is part
of the summer).
#5. Once school practices
begin, during the season may players from the school team be on
a passing league team?
A - Once the
school season begins, students may continue to participate on
passing leagues only
until the Tuesday following Labor Day if
they are members of the school's football team. Once the school year begins, students
may not continue playing or practicing with a non-school team.
#6. Q - What are the number
limits on players from the same school squad playing on the same
passing league team during the school year?
A - For school
football teams that play 11 man football, no more than six students
from the same school squad may play on the same passing league
team during the school year. For school football teams that play
8 man football, no more than five students from the same school
squad may play on the same passing league team during the school
year.
#7 Q - Can a KSHSAA member
school football coach be involved in the organization, setting-up,
scheduling, supervision of either a seven on seven passing league
or of the games in a seven on seven passing league that included
any students that coach would coach the following school year
and that is conducted during the summer months only?
A - No, it not permissible under
KSHSAA rules for either a KSHSAA member school or school football
coach to be involved in the organization, setting up or scheduling
of a seven on seven passing league which included any students
they would coach the following school year. A coach is permitted
to attend one meeting to ensure team limit provisions are not
violated if the non-school team is practicing or playing during
the school year. Football coaches may supervise any competition
which would be conducted on school grounds/facilities.
#8. Q -Is it permissible
for a KSHSAA member school football coach to organize, set-up,
schedule or supervise a seven on seven passing league which would
not include any students that he would coach the following school
year in football?
A - Yes
#9. Q - Could a football
coach or coaches aide at a KSHSAA member school coach a passing
league team which did not include any students he would
coach the following school year?
A - Yes
#10. Q - What does supervision
of competition conducted on school grounds/facilities mean?
A - Supervision
means a member school football coach could be present at the time
of competition in order to ensure school facilities or property
would be appropriately used, maintained and secured. A coach
supervises in order to keep students from damaging school property,
to get necessary team equipment (balls, kicking tees, field marking
instruments, etc.) out for competitions. Supervision does not
permit the coach to instruct or coach students who are participating
in competition.
#11. Q - Who may organize,
set up, and/or arrange schedules for the seven on seven passing
leagues?
A - The passing
leagues could be organized, set-up or scheduled by any individual
or group other than the school football coach.
#12. Q - May football coaches
from KSHSAA member schools attend games held as part of the seven
on seven passing leagues?
A - Yes, as
spectators, not as coaches providing instruction or plays to teams
which include any students they would coach the following school
year. Coaches are not permitted to be in the team or coaching
area.
#13. Q - There are a number
of students from our school playing on seven on seven passing
league teams. Could the football coach from our school attend
games involving students from our school in order to make sure
they act appropriately?
A - Summer passing
league teams are not KSHSAA member school's team. It is not the
responsibility of KSHSAA member schools to supervise the behavior
of these students during non-school organized or sponsored competitions
during the summer months. Member school football coaches should
not be in attendance in order to fulfill an administrative purpose
other than to supervise if the games are conducted on their school's
property or using their school's facilities.
