DEBATE ANNOUNCEMENTS

 

 

The following is KSHSAA’s position on students who do not follow KSHSAA rules particularly concerning the 500 mile Bylaw XIV.

If a student who is a member of a school’s team chooses to attend a:

      • Non sanctioned KSHSAA competition or event, or
      • Competition or event beyond the sanctioned 500 mile limit Bylaw XIV,

the student/the school clearly violates KSHSAA policy and will be subject to KSHSAA penalities.

If a student chooses not to be on a school’s team and operates as an "independent" competitor or team, the student would not be under the bylaws, rules, and policies of the KSHSAA.   However, the school cannot provide financial support for entry fees and/or travel expenses.  No adult school representation/coach will be allowed to accompany student(s) as "independent(s).  The school and school coach cannot be involved.  (This does not prevent a student from being enrolled in an academic class for credit during school hours only.)

Specific clarification for Debate and the TOC:  During the student’s senior year, if he/she would be on a team of seniors only and qualified for the TOC (Tournament of Champions), he/she could compete at the TOC due to no future KSHSAA eligibility.   Please note, because the TOC tournament is outside KSHSAA’s 500 mile bylaw restriction, the student(s) would have to enter as independents(s) and could not represent their school or be financially funded by their school.  Should an underclassman choose to attend the TOC tournament he/she would forfeit the next school year’s KSHSAA debate season eligibility which also prevents that student from qualifying for NFL and NCFL

 

Attention Debate Coaches and Activity Directors
KSHSAA member schools may NOT attend Debate tournaments which involve two or more states unless the event is listed on our KSHSAA “approved list”. Upon receiving an invitation, schools need to check the KSHSAA “approved list” link on KSHSAA’s front web page (http://www.kshsaa.org/Approved.pdf) before signing up.  If the event isn’t on the list and you want to attend, contact the host school and ask them to contact their state’s athletic or activity association and complete the proper sanctioning forms to get it approved in Kansas or contact Reg Romine.   This does not guarantee that it will be approved, thus you must wait to make sure it appears on the approved list otherwise you may NOT attend.

IMPORTANT - - Debate season ends January 19, 2008 for Kansas students.  Only National Tournament Qualifiers (Kansas students who qualify in the fall for nationals) may debate in the spring.  These students are limited to a maximum of three (3) debate activities.  Students who did not qualify may NOT participate.

JUDGING REQUIREMENTS – REGIONAL AND STATE (4-Speaker)

  • All schools at regional debate tournaments must provide two (2) qualified school judges who may judge within their classification.
  • All schools at state debate tournaments must provide two (2) qualified school judges to serve in an alternate school classification.
  • Schools not providing the required number of qualified debate judges shall be disqualified from regional and state tournaments.

JUDGING REQUIREMENTS – STATE (2-Speaker)

  • Each school is required to provide the following judges:
    • One (1) judge per 1-2 teams entered
    • Two (2) judges per 3 teams entered
    • Three (3) judges per 4 teams entered
  • Schools not providing the required number of qualified debate judges shall be disqualified from state tournaments.

2007-08 DEBATE RULE CHANGES

Changes adopted by the KSHSAA Executive Board and published in the 2007-08 Debate, Speech & Drama Manual:
Medals will be awarded to all 2-Speaker debate teams who advance to octafinals competition, but do not continue to quarter final competition at the KSHSAA 2-Speaker Debate Championship Tournament.

For all rounds of the KSHSAA State 4-Speaker Tournament the tabulation room will remain open to coaches who are not in the judging pool.

The following formula shall be put in place to aid in the determination of sites and team assignments for the KSHSAA 4-Speaker Regional Debate Tournaments: (The numbers turned in on the due date for the Regional 4-Speaker Debate Entry Card will be utilized as the guideline to determine sites and team assignments.)

  • 22 or More Teams Competing in a Classification
    • 4 Regional Sites Selected
      • Top 2 teams from each site advances to State
  • 17-21 Teams Competing in a Classification
    • 3 Regional Sites Selected
      • Top 3 teams from each site advances to State
  • 16 or Fewer Teams Competing in a Classification
    • 2 Regional Sites Selected
      • Top 4 teams from each site advances to State

The Executive Board put the following question on the Fall Regional Administrator Meeting Agenda:  Should individual debaters be allowed to compete at two (2) tournaments per year that begin between noon and the normal end time of the school day?
